I need to send some funds to my parents for their heart medication. My local bank refused the transfer saying they don’t deal with that region at all. Isn’t there a humanitarian exemption for things like medicine? How can I pay the supplier directly so my parents get what they need without me getting in trouble with the law?

There are indeed “general licenses” for humanitarian aid, but most banks are too scared to use them. They prefer to just say no rather than risk an OFAC investigation. It is very unfair but it is the reality of the global banking system. You should check the main website https://ofacblockedfundslawyers.com/ for a better understanding of how these humanitarian exemptions work in practice. Sometimes you can find a specific bank that is willing to process the payment if you have all the medical invoices and doctor’s notes. We had to go through a very long process to send some supplies to a relative last year. It is all about having the right documentation to show it is a 100% medical case. Don’t try to use “unofficial” channels as that can lead to even bigger legal problems for you later.
