Hi Loraleigh,
Since you dont have any experience with resin, the best advice I can give you is to go and get another one. Using resin to repair something can get a bit tedious, even for the most seasoned of resin users. If you think you might want to try using resin in the future, then I would suggest setting the dish aside and saving it for a future time.
In the meantime, you are also welcome to post some pictures, and Im happy to give a few of my random thoughts on how to fix your soap dish.

Hi, I bought a pebble soap dish from a farmers market in the summer of 2014. My dish is similar to many of the hand made pebble dishes. The stones are just little polished pebbles and are exposed, not encased.
I dont know what kind of "glue" was used on my dish, but now it is crumbling and Im wondering if I can keep the pebbles and make a new one some how? I am not fussy on if the pebbles stay exposed or are encased so Im hoping that works in my favour?A couple of other facts: I have never done anything with resin, so if the easiest solution is to just go get another soap dish please let me know. Also we live in the country and are on well water with a high mineral content (lots of calcium, limestone and iron) so I wondered if that had something to do the dish breaking down? -

Thanks so much for the advice. Ive
abandoned the idea of trying to fix the soap dish. My boys were very
"helpful" and began separating the stones from the salvageable pieces
for me, so any hopes of it becoming a soap dish again are gone. Im now
wondering if I can save the pebbles some how and use them to make something
else? Is there any way to get the glue off the pebbles? Im not
even sure if it was resin that was used to put the soap dish together, the
whole thing just keeps crumbling. I have some pictures but not sure how to post them. -

You can try soaking the pebbles in water. If it is glue, I would expect it to come off after soaking for a little bit. If the pebbles are coated in resin, it may or may not come off.
