Hi Ali,

I havent done anything like this yet, but I would first try applying the dots on the bangle after it has been cast.  I wonder if this person has colored on the bracelet with sharpies or something similar.

This looks like multicolored confettie was sprinkled over a thin layer of resin, allowed to soft cure,and then mold filled with more resin.
